Strategic Operations, p. 198

Can a player designing a quad mech take quirk points for No/Minimal Arms and/or No Torso Twist, features already explicitly part of the Quad design?

And while I'm at it:

Strategic Operations, p. 106

If I'm building an Omnimech with Variable-Range Targeting, how do I set the points value of the upgrade for the base model if the maximum damage varies depending on configuration? Or am I limited to buying that quirk separately for every configuration?

For the first part, no.  Quads don't have arms to begin with and not being able to torso twist is not worth anything when you can't do it anyway.

For the second, separate for each config.
