(Answered) Abstract Aerospace Altitude

I am completely new to aerospace, so my understanding may be completely off, but if I am reading the rules right, when leaving the inner ring, a unit with a safe thrust of greater than 10 can move out of the ring and use its second zone movement to change altitude one level. Since aerospace units must move one zone unless engaged in air-to-air combat, how does an aerospace unit with less than 10 safe thrust change altitude?

There is no thrust cost/requirement for changing altitude.  Any aircraft may shift up or down one altitude during their move essentially for free.
