So I don't have a program for designing vehicles, so I've done this by hand.
Emergency Response VTOL
Category: Small support vehicle
Mass: 4,999kg
Tech rating: C
Chassis modifications: Ultra-light
Engine type: Battery
Safe thrust: 10
Max thrust: 15
Range: 400km
Armour: 4 points BAR 5
Equipment:
2 lots paramedic equipment
28 pillion seats
800kg cargo space (transport for the wounded)
Cost: 28,057 C-bills
Relatively cheap, hits speeds of up to 162km/h, and can carry 8 wounded soldiers, a full 28-man infantry platoon and a fair amount of paramedic equipment. The armour isn't up to much, being only BAR 5, but it shouldn't need it, and it's fast enough to get the wounded to safety quickly. The range also ensures that it can reach field hospitals far behind the lines without worrying about fuel, and the battery engine enables it to be quickly recharged and sent out, as well as making it near-silent.
There is another version that exchanges all of its equipment for a support PPC and 600 shots and costs ~60,000 C-bills, but the less said about that one the better
