Just to clarify whether I understand the quirk correctly.
Stable means the unit with the quirk gains a bonus to every single PSR involving physical attacks, meaning the one's directed AGAINST the mech with the quirk as well as physical attack performed BY the mech with the quirk?

Or does it mean only the latter, meaning the bonus applies only when the mech with the quirk is physically attacked?

The text of the quirk is errataed to read:

’Mech designs such as the Dragon are exceptionally stable,
receiving a –1 target number modifier when forced to make a
Piloting Skill roll.
