According to Strat Ops, on the new Support Costs for warships:

WarShip Support Systems        20,000,000 x (50 + Unit Tonnage ÷ 10,000)

So, let's abreviate and say the tonnage is zero.

Is that 20 million times ([50+0]/10,000), for a total of a very small number.

Or is that 20 million times 50, plus 20 million times the weight over 10k?

The order of operations says the second is correct. But that would have the affect of making Levithans the most efficient warships by far.

It works as written:

20,000,000 x (50 + Unit Tonnage ÷ 10,000)

So, Unit Tonnage ÷ 10,000
Add 50 to that.
Multiply that total by 20,000,000
