(Answered) Sub-compact KF core warships

So I wanted to construct a Warship with a sub-compact KF core, as per Strategic Operations page 145, and decide that seeing as how the sub-compact core is stupid expensive, I'll use the smalles/lightest ship possible, which, under StratOps is 100,000 tons (same page). However, when I go to Tactical Operations, it says that the S-C KF core is only available to warships, and the maximum mass of a vessel mounting such a core is 25,000 tons (page 344).

Does the TacOps rule supersede the construction rules and mean that a warship with a sub-compact core can be made less than 100,000 tons (obviously, in this case, less than 25,000 tons)?

Yes, the TacOps rule supersedes normal construction rules.  The whole point of the Sub-Compact core was to make extremely tiny ships like the BugEye, which are horribly limited by their tiny size, sacrificing almost everything else in order to fit a core into a hull that small.
