(Answered) Ghost Targets and Aero

On pg 111 it mentions the builtin capability of all craft larger than fighters having built in single to single, one, or two hex ecm. As per TacOps pg 100 an ECM suite can be used to generate ECCM and Ghost targets. The question is possibly a two parter.

Space
1. Can a shipboard ECM be used the same as a smaller units ECM Suite to generate Ghost Targets? Does this include fighters with ECM Suites?
if not...
1a. Can additional communications gear be installed to create said Ghost Targets? TacOps pg 102

Ground
1b. Would a grounded Dropship or Small Craft be able to use its shipboard ECM to generate ECCM or Ghost Targets?
if not...
1c. Would said grounded Small Craft or Dropship require an ECM Suite or 7 tons of Communications equipment as per TacOps to generate Ghost Targets?

I ask this more for small craft and dropships rather than jumpships or warships.

Aerospace units can not use the Ghost Unit ECM rules.

Aerospace ECM works differently form ground ECM and this ability is not present.

In addition, Aerospace ECM does not have any effect on Ground Units targeting ability. The ability to impact targeting with ECM is strictly an Aerospace to Aerospace phenomenon.
