[MW2 and AToW] Attribute Conversion Weirdness

In the Time of War Companion's rules for converting MW2 characters to the new rules, and it claimed that characters could reach Attribute ratings of 9, even going so far as to provide equivalences for such a high Attribute.  However, the MW2 rules did not, in fact, allow for Attributes this high.  Normal human phenotype could get up to 7 in one Attribute with the appropriate Advantage, and two Clan phenotypes could get to 8, with an explicit note that getting the Exceptional Attribute advantage for Clan phenotypes was forbidden, because the tinkering had already made them exceptional in the particular manner of the phenotype.

The conversion equivalents are based on this assumption, which makes supposed equivalents not equivalent at all.  A character with an Attribute of 7 in MW2 should probably have a rating of 9 in AToW, as they both reflect as far as a human can go with an exceptional Attribute, but the chart just takes the number as-is.   The supposed-but-impossible rating of 9 in MW2 then takes up space as both 9 and 10 in AToW.
