In the Grand Council, every Khan has a vote in any given measure provided it isn't about certain Trials being directed at a Clan in question.  Does the IlKhan (being the leader of the unified Clans) have a vote in any question regardless of his/her Clan of origin?

Does the IlKhan possess a, "tiebreaker vote?"

In BTech history, several of the IlKhans maintained their former position in their Clan of origin in addition to their new position.  Procedurely would this have allowed the IlKhan to have two votes in the Grand Council (one as a Khan, another one as IlKhan)? 

Somehow, I suspect the IlKhan would have a single vote only and refusing to abandon the former position could cripple that Clan politically in some matters.
