The Mobile Long Tom has been updated so that one of it's trailers carries 4 tons of communications equipment and the main vehicle carries 3 tons.

My question is, are we to assume that the 2 sets of equipment are to be counted as being able to combine their tonnage to give the unit the "7 tons or higher" abilities for communications equipment? Is this true then of any units connected by a trailer hitch?

If so, can they also be counted separately? To simultaneously provide different bonuses such as Satellite control and the initiative bonus at the lighter tonnage levels?

They don't get to be combined into one set; they are separate communications sets.  So they would be able to provide a sat uplink and give the initiative modifier, but not be used as a single 7-ton set.
