Total Warfare pages 125 and 60 seem most relevant.

A question has been raised if in a situation where an arm of a mech has been severed by a critical hit result of 12 but not enough damage has been done in the process to force a PSR due to 20+ damage if the arm has sufficient internal structure remaining after the damage and critical has been applied to count as damage for the purposes of the 20+ damage PSR.

My interpretation of pages 125 and 60 say no but I am prepared to be wrong.

So does left over internal structure count?

No, it does not.  Per BattleMech Manual page 47, the remaining armor and internal structure is not counted as damage.
