That certainly is one way to go but I've found the the 'questionable' modifiers in the ACS charts does not make much difference unless a sole CC gets itself in trouble, in which case it is probably dead anyway. A better rout maybe to use a questionable command that has suffered losses as a local replacement pool. Transfer its armour points to other reliable and fanatical commands until the command is no more.
At this point the X Legion of Vega can be raised anew as a reliable without worrying about potential defections or increased likelihood of surrender.
