Primitive Cockpit - Advanced Fire Control

So I came across this while researching primitive cockpits.

"Note: Primitive 'Mechs may not use modern targeting computers, C3 or C3i systems unless they are also equipped with advanced fire control.  Primitive BattleMech cockpit types automatically feature such fire control systems."
-Blake Documents Rules Annex, p 145

It seems absurd to ask, but, does this mean that primitive cockpits automatically feature "automatic fire control systems" (which would make that pair of sentences unnecessarily confusing) and may then universally use "modern targeting computers, C3 or C3i systems"?

If primitive cockpits do feature some kind of automatic fire control systems, what effect does this have on the pilots gunnery roll during combat?  Is it too minute of an effect to matter in the TableTop game but could be reflected in the RPG?

I suspect that was intended to say "Note: Primitive 'Mechs may not use modern targeting computers, C3 or C3i systems unless they are also equipped with advanced fire control.  Modern BattleMech cockpit types automatically feature such fire control systems." I'll have to check the other books when I get home.

Kit is correct - basically advanced fire control is an optional extra in IndustrialMechs while BattleMechs get it as standard. The updated rules are in Interstellar Ops p123.
