A time of war:  Why is the Terra Hegemony not in the choose affiliation?
we could just pick Terran, but it's just not the same.

Because ATOW is generally set around the Jihad era, and thus the Terran Hegemony isn't an option. Same reason that the Rim Worlds Republic isn't an option.

Era Report 2750 has Star League-era appropriate factions, including the TH and RWR.
