Title: Com Guards

Can anyone explain why the Com Guards have 39 fighters and in most cases 2 infantry to one vehicle per division?

I suppose the losses incurred at Tukayyid would be the easiest explanation

Here are my possibilities for the 39 aerospace fighters:
3 Fighters per flight - (Just arrived at that a few days ago because of a post that I saw.)
36 fighters with 3 fighters dedicated to recon - This is what I am using in my "ComGuard/WOB" division depending on the scenario and really the fighters are more for filling out the TO&E then to use in actual combat.
36 fighters with 3 Imstar Planet-lifters - I actually like this option the most.  The Com Guards would probably use the Planetlifters for transport, I would figure out a bomber or Arrow IV mission.  (Even if you limit the payload to 20 tons of bombs, that could be a lot of potential damage in a short amount of time.)
Maybe 36 fighters all in one Level III, a Planet-lifter mobile HQ with an additional two aerospace fighter escort in a command Level III (Just thought of that.)
Lots of options.  Just curious if there is an "official" reason.
As for the 2 infantry per vehicle deployment.  I simply reversed it so it's basically 2 vehicles per infantry or Battle Armor Level I. 
(But, I want to keep the 39 fighters so I can argue that neither side has control of the air.)
