What exactly is a rough road? It is only mentioned on TacOps page 64, in the footnote to the Terrain Factor and Conversion Table.

My best guess is that it is treated exactly like a road, except that units moving along it behave as if moving through a rough hex. For example, tracked vehicles could use such a road to pass through heavy woods, but wheeled vees could not use it at all, since they are prohibited from entering rough terrain.

Is this guess correct?

If this is the case, how does this affect chickens units crossing the road, moving into/through the hex, but not along the road? Would they pay MP like a normal rough hex, or ignore it because the road represents only a portion of the hex's area? Similarly, does a rough road represent an impassable barrier to units prohibited from rough hexes?
