Strategic ops says that a Technical team is 7 men, dose this include Clan teams or is this just for IS units?

Basically would a Clan technical team be 5 men or 7 men?

It seems odd for clan maintenance teams to be seven men, considering how much they like base 5 units.

It includes Clan teams. Base 5 is a military formation, tech teams are not.
