The descriptions of modular armor and shields both indicate that they may not be voluntarily detached during game play. 

Can the Jettison Capable quirk supersede this characteristic?

Apollo's Law- if it needs Clan tech to make it useable, It doesn't deserve those resources in the first place.
Sure it isn't the most practical 'mech ever designed, but it's a hundred ton axe-murderer. If loving that is wrong I don't wanna be right.

It's Jettison-Capable Weapon, so Modular Armour does not apply.  The Shield, however, counts as a weapon, and so could receive this quirk (so long as it is not pod-mounted, as normal).
