The maximum jump height rule doesn't take starting elevation into consideration. Is this Alpha Strike jumping limitation by design or a bug?
pg 14, "Maximum Jump Height"
For a jump to be legal, the jumping unit must also be able to clear any terrain it is attempting to pass over. A jumping unit can jump over any terrain that is lower in height than its jump Move rating, so a unit with 6 inches of jumping Move may jump over any obstructions less than 6 inches tall.
Example: A jumping unit with a 6" jump wants to jump from a 9" mountain, over a 9" building, and onto a 10" mountain.) According to the rule, the jump cannot be completed because:
a) the 6 inches of jump isn't enough to clear the intervening 9 inch building , and
b) the 6 inches of jump isn't enough to land on the 10 inch mountain,
despite the jumping unit's initial elevation of 9".
In TW, pg 53 Jumping, jumping takes into account the starting elevation:
If this path crosses a level higher than the sum of the unit’s Jumping MP plus the level of the hex in which the jump started, then the unit cannot make the jump.
