Example: Unit A is a C3 spotter in short range of unit B, and unit C is in that same unblocked C3 network but long range from B. 

Does unit C use short range modifiers to  fire at unit B but with a +2 penalty for being truly at long range, or does the C3 make the attack resolve completely as a short range shot (except using the damage value for C at Long range)?

C3 changes the range band for all to-hit modifiers.  So it would be short range for Stealth purposes as well.
