When buying Special Pilot Abilities, are the point costs applied before or after the unit's PV is adjusted for skill?

Special Pilot Abilities do not have a PV cost. The SPA cost is separate and used only for the rule regarding skill levels and SPA cost totals.
There is a proposed SPA PV cost in the Alpha Strike forum, but there's nothing official yet.

Okay, so they're just assigned, not bought. If it's decided to not give them their own PV, it might be best to change the term from "point value" to something else, to reduce potential confusion.
