I was reading TRO 3085 when I found out that the Rabid Foxes had infantry units that are "Able to deploy from orbit on personal reentry units"

However when I read Strategic Operations, the only drops that a Paratrooper unit can make are Atmospheric ones and not Space ones.
Should the "deploy from orbit" be understood as dropped in the atmosphere (which would take away some of the surprise)?

No, it just means there's no rules to cover "deploy from orbit on personal reentry units"

The solution is just ignore Paul.
