The fabrication rules are on p.179 of StratOps. The rules state "The time and cost required is equal to ten times that of replacing the part ..." and they also say that "The purchase price of a fabricated part is half that of a new component".

So in the example on page p179, the tech team is fabricating a life support system for a Clint. A life support unit normally takes 180 minutes to install so should take 1800 minutes to fabricate. But:
1) Life Support modules cost 50K, will the parts needed to fabricate one cost 500K or 25K?
2) Is this amount purchased with C-Bills from the unit's balance or can you use C-Bill value of equipment you cannibalize/recycle?
3) Is the roll to fabricate a part modified by the modifiers on the master repair table on p.183?

1. 500k. The sentence "The purchase price of a fabricated part is half that of a new component" refers to the sale price of a fabricated component, and should benefit from a future errata to add clarity.

2. You need actual C-Bills.  The C-Bill value of equipment you stored, salvaged or cannibalized is only relevant subsequent to an actual sale.

3. No, it is not.
(See also the example on p.179 which does not provide a -1 modifier for Life Support.)
