They've done this for a number of e-products. Most of the cover art for the XTRO series, for example, were previously used in things like the Field Manual series.

I can't wait for TRO:Irregulars and TRO:Golden Century. Maybe we'll get stats for the Storm Giant. (Just a cool name.)

Of course.  Miniature painters should too, but that doesn't do anything for my ability to afford professionally painted miniatures all the time.  You have to look at what it is worth to you,  compare that to what it costs.
Most PDF only products are PDF only because they are expected to have a limited sales potential.  So they have to limit costs as well. Reusing some/all art is one way to limit costs.

I can live with the warship art being in a fan-produced PDF personally. Sure it would be cool if it became cannon, but I can deal with high-quality fan content. However, what about recordsheets for 3057? I don't have any concept of, given the current process, what sort of time a record sheet takes to produce, but I thought that Record Sheets and TRO's were generally the best selling category of products. It would seem that RS:3057 should be manageable.

Speaking of which, what's going on with the NTNU units from TRO:3150? Is RS:3150 NTNU ever going to be a product? Seems like to sort of thing us folks would like to buy.

No.
The problem is IP, ownership, contracts. And that 0.1% risk is infinitely worse than 0% risk. Doing something with a 0.1% risk every day means a huge problem every 3 years.
