(Answered) Swarmed Vehicle taking Evasive Action

Total Warfare (2nd corrected Printing/1st printing by CGL), Page 222, Fighting Off Swarm Attacks [Vehicles]

When a vehicle is attempting to perform erratic maneuvers to dislodge enemy infantry currently swarming the target vehicle, What exactly defines the phrase, "The Vehicle must be capable of moving at Flank Speed"?

Does it mean [example unit's current Cruise/Flank Speed is 1/2, being reduced from 3/5 due to motive damage critical's] or situation that prohibits the use of flank movement normally [either by ruleset limits such as reverse direction or game master fiat]?

Unjamming RACs, Driver Stunned, being rendered immobile, entering water, the Poor Performance quirk: there's definitely ways preventing you from Flanking in a turn.  The wording is correct.
