CO p.55, top-right table, lays out times (days per item) required to install certain equipment when constructing a building.

Beyond specific items laid out this includes a "Other Equipment" item.

a) Does cargo space count under "other equipment" ?
b) If yes, are there exceptions based on type of cargo space (bulk, liquid, container...) ?

Yes, cargo space does count under "other equipment" as its a type of bay.  No, there are not any exceptions based on type.  Consider the time spent on constructing the cargo bay is used to provide access, strengthen floors, or create a loading platform, etc.
