Experimental to Advanced, take 2

I think what Col Toda was referring to was pg 172 of Strat Ops, the "Maintenance, Repair, and Salvage Check Modifiers Table", under the other modifiers section. There's two separate modifiers in question, Clan/IS incompatibility and Experimental Component (defined as anything tech level Exp). Once Mixed-tech changes from Experimental to Advanced around 3082, do all or any of these modifiers still apply?
