I am a bit confused about the dodging rule.

Example. Mech (A) runs on pavement, skids and involuntary charges an opponent's mech (B) which has not moved yet.

Mech B can dodge. What does this mean exactly? The phase is interruped and mech B performs his movement? Or that the mech (B) takes no damage and is not displaced?

This is clarified further in the BattleMech Manual.  It works as follows:

A ’Mech that has not yet moved during the current Movement Phase can attempt to dodge a successful unintentional charge.
Before the skidding ’Mech enters the target’s hex, the target ’Mech’s controller must make a Piloting Skill Roll.  Success means the target ’Mech may make its movement immediately (it may not move again later in the Movement Phase). Failure means the target remains in its hex (this failure does not cause a fall).
