Determining Campaign Operations tech rating.

Hi,

I recently picked up Campaign Operations and not having ran a Chaos Campaign in a few years decided to brush up, the example given for determining tech rating is the same one from the chaos campaign rulebook but with several added modifiers.

Where do the additional x1.5 and x2.2 modifiers come from?, I can see no mention of them.

Why does the example state that the resulting 111% exceeds 30%?  Whats the relevance?

Why when the rating is determined to be 111% does the force have 40 points leading to a D?  The same force in CC had a B rating, whats changed?

This is properly melting my brain, Any Help would be appreciated.

Just to check, I took a look at total chaos and behold, the mechanics not used were explained in detail.

I suppose the question now is which version is right?

The example is clearly copied from total chaos while the rules as written are the simpler ones from chaos campaign.
