In Tactical Operations, an optional rule for the retractable blade in introduced, in which a mech that punches with the blade retracted can activate it when punching to inflict a possible critical. The claws introduced in the same book use the punching rules to make an attack for higher damage than a punch. Since the claw attack seems to be a punch, can a mech (custom designed as I don't think any cannon ones have this set-up) use a retractable blade this way when a claw attack is made (assuming both are placed in the same arm)

A ’Mech can mount only one physical attack weapon per location, unless one of the weapons is a shield or spikes.  Thus, what you describe is not possible.
