Good point. Too bad most of the infantry can't be redeployed, most of the jobs need infantry, not Scorpions.
Scorpions are almost meaningless in combat, so being able to use them in reducing unrest is very valuable. Also means that losing them isn't really any loss. Organized invasion would likely just attack (and take) a firebase of their choice, after which we drop a battalion on them and see if it can be won.
I also have an OpFor map with the locations and missions of the OpFor, and if you deploy to the right place at the right time, you may get some prisoners to interrogate.

I forget how the jump infantry works, but if they can make it, I'd send 1 company to Genhe and 1 to`Albuequerque' those two are hot, and it's hard to get more than a lance there.
Overall, the risk seems minimal:
We have the OOC issue that all these problems happen at once, which is either just the nature of starting somewhere, or it's neglect, or a coordinated effort to put stress on the militia. I'm assuming the former, but maybe that can be clarified.
As such, all these spinning plates need attention. And military-asset wise, we really have no way to overextend by chucking a couple of scorpions around. If there's an ambush somewhere that kills some scorpions or an infantry company, then we know where the enemy is, and we hit it with both barrels, the kitchen sink, and this roll of quarters in a sock.
Doing nothing is asking for a lot of problems.
