Only difference I'd do is swap the ER PPC for ER Large / MPL combos...

Currently it is incomplete, but I can give you this:

For their entire existence the Clans have been using the Model 96 Tug DropShip as the Aerospace Tug of choice. The revival of the AeroSpace industry in the Inner Sphere lead to the Model 97 Tug, and upon the Clans encountering the Model 97 Tug DropShip, the Society quickly realized that the Model 96 had become outdated.

Most of the development of the new Tug DropShip was allocated to cells in Clan Snow Raven as this Clan had the most experience with such matters. The aim was set to improve upon every essential metric when compared to existing tugs. The final end result met the requirements, it produced more thrust, it had better armor and it was more capable of defending itself. The improvements were substantial enough that it can now be compared to assault ships and gunships.

During the Reavings these Tugs have been very busy with handling the many derelict vessels in the Clan Homeworlds. These derelicts were pushed out of their old trajectories and then stripped of useful salvage or given essential repairs so that they could be recovered. For the latter it carried extra Small Craft so that these could be used as safe sites for work crews in derelicts. This practice continued for a while after most of the Society had left the Homeworlds, but during this period the main focus was on redirecting remaining derelicts. As redirecting these derelicts was an effective way to prevent the Warrior Caste of the Homeworlds from ever recovering them.

Simply put, after the loss of the Ancestral Home, the Society changed their objectives. Most of the Society in the Home Worlds decided to leave for the Inner Sphere, while the most extremist elements stayed behind present enough of a fight to make the Warrior Caste think that they have been properly defeated. Currently the Society is now fully in the Inner Sphere, working in the shadows with many agents in various factions.

I'm not sure about the speed, it seems excessive.

As for the Art the clamps feel too "battlefist-y" to me,  too much like a hand but maybe that's just me.

I'd probably skip the HAG's as well, too new, better on ground units, etc etc.

Might even just drop the PPCs too & set it up as a combo of M/L lasers of mixed Pulse/ER types.

Finally, I don't think the clans have Screen launchers do they?   Not in 3067 anyway? 

These are all minor nitpicks, over all I like the product.

These are all minor nitpicks, over all I like the product.
Those are all true observations, the cause of these design choices stem from the need to produce something better then the Model 97 Tug.
And this desire was taken very far, as nearly every aspect was improved upon; engines, tug manipulators, weaponry, armor, etc.
They even went as far as reverse-engineering the new screen launchers for their own use (a warrior-caste version wouldn't use them).

The end results is not just a Tug, but also a combat DropShip in its own right.

Does MegaMek dropship creator take into the additional structure mass into account? (TO 334).

I also don't think you need that many officers. From the TM, you only need one officer per 6 crew members. With 58 crew (42 regular and 18 gunners), you need 10 officers (9.6,  roundup).

Also, the Screen Launchers are IS tech, so this would have to be Experimental, not Standard to allow mixed tech.

Deployment would probably be an issue. The Space Mine Dispenser has far less mass per round than the Screen Launcher (meaning they're going to be much less effective) plus these weapons aren't meant to be shot at anything (denoted by their --/--/--/-- range bracket), but sort of "dropped" behind the vessel. This makes mine dispensers rather poor alternatives to screen launchers, since they'll only be able to trail behind the launch unit (or opposite the current velocity vector, anyway) and burst back there, making them only useful against targets on the tail.

I'm not saying it's impossible for the Clans to start developing their own, but I imagine that the tech would still be considered "Experimental" by 3067, given the general lack of push within the Clans (outside maybe the Science caste) to make them.
