Tech: Must be Inner Sphere only.

Point scoring:

+1 point for each walking MP higher than the listed average.
+1 point for each point of damage (at optimal range for the build) in excess of listed average
+1 point for every sustainable turn at 9 heat while moving (explain your work)
+1 point for every NON weapon other-system (ECM, active probe, etc.) installed on medium-and-below designs
+2 points for ability to survive a single gauss  hit to the front torso
+2 points for ability to ride out an ISPPC/AC 10 hit to the head.
+3 points for optimum ranges past 6 hexes.

This should be within most budgets... 20 ton quad brawler. Use them in packs!

The small laser battery keeps the heat at 9, with 18 damage as long as you walk. You should be at range 1 all the time! The ERMLs are just for getting the heat up to 9.

Ever wanted something able to be used as fire support for you C3 network but didn't have a lot to spend, and your techs could barely load ammo properly? 
This shortbow is for you! 
A 55 ton jump capable mech loaded with 5 LRM5s to target all the targets you need to hit.
A pair of small lasers have been installed in the torsos also to deal with any infantry that gets underfoot.   
In the head of the mech a C3 computer has been installed and a guardian system is placed in the right torso to provide ECCM to keep your connection clear. 
Two tonnes of LRM ammo are protected by a case system so the deep bins allow bringing along specialty ammo to do anything from fill the battlefield with smoke to locking on semi guided rounds onto the master's TAG beam.
The mech is well protected from counter battery fire by seven and a half tonnes of a Ferro-Fibrous shell. 
The shell is thick enough to take an AC 20 round to the center torso and rated to take a guass slug to the side torsos. 
Even the head is rated to take a large laser blast without endangering the pilot!  Safety First!

Obviously I took a slightly off view for the contest giving the mech more surviveablity than needed for the bonus points and using FF instead of Endo to keep the cost down. 

I don't know if 5 LRM5 qualifies for the 20 damage threshold since it can do 25 points of damage but will realistically do less.  NARC ammo with an assumed lance mate will improve the number of expected missiles but is kinda a cheat. 
Still tossing that many missiles down range for a preferred range bracket of 20 or so hexes was not what was expected for this, so I think I should get a pass. 

The mech has 13 heat sinks two of which are not in the engine.  The LRM racks are 2 heat each for 10 on a total barrage.  With 2 tonnes of ammo that is 48 launches or 9 full rounds with 3 firing on round 10.  I think that is a sustainable barrage and bringing a tonne of specialty ammo is easy enough to do. 
Jumping with the 3 jets and the LRMs will be heat neutral, and if you want to run or walk two small lasers allow the heat to be dialed to the expected value.   
Although shutting down heat sinks is not viable for the contest if you were to park the mech in a static position tactical doctrine would recommend shutting down one heat sink to maintain neutrality. 
Three RL10 are mounted in the right arm, which while shorter ranged than the LRMs should be easily targetable at long range thanks the the C3 system. 
Popping off all three launchers will raise the heat to 9 activating the TSM, and is also a nasty surprise to any fast backstabber that tries to approach from the rear. 
Other than the rockets the arms are both free of weapons to allow nasty TSM punches once something closes.   

The only semi expensive or advanced piece of equipment is the fragile XL gyro mounted in the mech, and the computers and electronics (however those are fairly common place by 3055 so resupply and astech familiarity shouldn't be a problem)

Alright it took me a little while to get my head round this challenge. The damage minimums plus the requirement to be heat neutral shut down alot of my ideas, but ultimately the power of medium (and small) lasers allowed me to put together some somewhat effective mechs. Still feels weird to be playing about with advanced tech but ignoring DHS, but I guess that was the point.

To get up to heat it fires the 3 ERMLs, the ML and the HPPC while running.
Running at heat it can fire:
  • The SL, the ML, a ERML and the HPPC. Use if you're just in HPPC range.
  • The ML, the HPPC and the LBX AC20. Use when you want both big guns firing.
  • The ML, all 3 ERMLs and the LBX AC20. For once you get into the HPPCs minumum range
While walking you've got:
  • 2 ERMLs and the HPPC. Good for pot shots with the HPPC or to save AC ammo
  • The SL, the ML, the HPPC and the LBX AC20. Once again gives you both main guns
  • The SL, the ML, all 3 ERMLs and the LBX AC20. Everything but the HPPC.
And if you need to stand still:
  • The SL, 2 ERMLs and the HPPC
  • 1 ERML, the LBXAC20 and the HPPC

Unfortunately there isn't a point blank stationary option. All the firing patterns that include the AC hit the 40 damage threshold and you can keep that up for 10 turns at which point you need to switch to the cluster rounds. If you're stationary you can hit that hard up to 12 hexes, but while moving it drops to 9. Ultimately you almost always want to get closer if you can.

It's a bit more straight forwards. To heat up either us both PPCs and 4 Medium Lasers or both PPCs, 3 Medium Laser, the Small Laser and run. Run towards your target firing both the PPCs and the small laser, until you get close enough to switch to firing just the 7 Medium Lasers. If you're close in you can walk and fire the MLs and the SL or if you're hanging back you can stay still and fire both PPCs with one ML.

There's also the option to fire 1 PPC, 4 MLs and either fire the SL or walk, but I'm not sure when that would be useful. The 7 medium lasers are dead on the 35 damage threshold.

When you want to get to heat you can either run and fire 4 Medium lasers and the ER Large laser or you can jump with one less medium. While running you can either fire 5 MLs or 1 ML and the ERLL. While jumping it's 4 MLS or the ERML. There's no way to maintain it's heat while walking, staying still or jumping less than 5, so you need to be careful with your positioning while driving it. The medium laser battery gives you 25 damage while running.

It's probably the simplest to manage heat wise. A running alpha gets you 9 heat. From then on you can choose if you want to run, walk or stay still and if you want to fire the Large Laser and then make up any heat short fall with the Small Lasers. The one thing it can't do while maintaining heat is stay without firing the Large Laser, you've technically got 5 possible turn structures.

While running the small laser battery can give you 24 damage and you can up that to 27 if you drop to walking.

it's good work, and you had to THINK, which is the point of these little challenges.  anyone can take advancetech and make a clantech icebox/flashbulb, or make something that's highly optimized to stand and deliver at medium range (the "park and roll dice for an hour" designs), and we see a LOT of those kind, but you actually worked out and thought out how to build within the restrictions and actually USE IT afterward.

I like  your designs here,  they're all useful designs imho, and adding the explanation for how to use their abilities best, is part of the reason.   I think you could maybe fiddle a bit on your medium, but it's definitely got a tactical role as it is.

Yea, the 'Messer' was the first design I put together and it shows. I was tempted to go back and redo it, but after all the fiddling I did with the 'Facebreaker' I decided I'd let it stand with it's quirks.
