(Answered) Burning hexes and To-Hit modifier

Are burning hexes itself (not a smoke) creating any ToHit modifiers? There's mention in TO ("fire can affect a unit’s movement, to-hit modifiers and so on"), but I can't find  how exactly it does. Thanks in advance!

It does not.  The smoke generated by it can, however, which is what the TO entry is referring to.
