(Answered) Charging a target in a hex requiring PSR

In a situation, when the target of a charge attack (TW p.148, BMM p.35) occupies a hex that requires a PSR (such as a rubble hex), and the attack is successful, the charging unit enters the hex without making a PSR, which it usually would have to make. Seemingly, there may be a contradiction in the rules. How one should resolve it?

Per BMM p. 36, you only move into the targets hex if the charge succeeds.  Only then would the charger make the PSR.
