(Answered) Height/level question

Mech one is on a lvl 2 hex, mech two is behind another lvl 2 hex, how do they interact? Is line of site blocked? Does either mech get partial cover?

Partial cover is provided by level 1 hexes or depth 1 water: no one is getting partial cover in this scenario.

Terrain along the LOS between two ’Mechs intervenes if:

- The level of the terrain or feature is equal to or higher than the level of both ’Mechs; or
- The level of the terrain or feature is equal to or higher than the attacker’s level and adjacent to it
(regardless of the level the target is on); or
- The level of the terrain or feature is equal to or higher than the target’s level and adjacent to it
(regardless of the level the attacker is on).

The only exception to this is if the two mechs are adjacent, because adjacent mechs always have LOS to each other (well, with a couple of relatively rare exceptions).

(If you're a long-time player, note that earlier editions had the same rule, but the terrain needed to be higher, not equal to or higher.  This was changed in TW.)

Ok that makes sense. What if it's just inbetween both mechs.

Mech one on a lvl 2 -------lvl2-------'-mech two. Would the lvl 2 in between them still block or would it be seen over?

For your scenario, if the attacker is on a level 2 hill, and there's a hill of the same height in between it and a target at level 0, the hill does not block.  That's because neither the attacker or target is directly adjacent to it.  If neither the attacker or target is adjacent to it, terrain has to be equal to or higher than the level of both mechs to be intervening.

How does lvl one terrain work with fallen/prone mechs? Are they treated like lvl 2 for a standing mech?

Yep.  A prone mech is one level high.
