For OmniMechs, are upper arm actuators and upper/lower leg and foot actuators considered pod mounted?  I.e. if a foot actuator is damaged, can it be swapped out as a pod in 30 minutes, or would it take the 90 minutes required for an actuator?

No, those actuators are standard mounts. Only the lower arm and hand actuators are pod mounted.
