Strategic Ops says for replacing OmniMech pods that it is -2 roll, 30 minutes.  It also says that it is per location.

So am I right in interpreting that as I can replace every pod mounted piece of equipment in one location in 30 minutes, and swapping out every pod mounted piece of equipment on a OmniMech would take no more than 4 hours (8 locations x 30 minutes)?

Yes, mostly.

Legs, Head and CT count as locations, so if you have weapons in these locations, that is an Omni-Pod
