While TacOps mentions that it can be used, in general, on all combat vehicles/support vehicles/Aerospace Fighters, does it have any effect on submersibles due to requiring a completely different set of sensors to spot a submerged target (sonar/specialized lidar over radar/optics)? Same effects, lesser effects, or does nothing at all?

That's getting more granular than the game intends.  The effect is the same on stealth submarines.

Sorry. The last half of that was more me being abstract. Basically to boil the question down, is if, due to being on an aquatic vehicle, rather than land based, would the system even function?

I take it from your answer on stealth submarines, that would be a yes.

There's no special limitations to mounting vehicle stealth armor, so yes, it would function.
