Eek, not so much riot control as riot incinerate...

Personally I'd load up with Water cannons and LMGs with rubber bullets - but I guess it's a matter of policy

Vehicular flamers can shoot water too if I remember correctly (rules in TacOps). The SRMs can fire tear gas rounds too. This can definitely go non-lethal without changing it's weapons loadout, just ammo types.

Depends on who you talk to. I'm sure the Combine and Confederation would be just fine with it...

And I could easily see this design originating in the RWR. ;)

They're just going to go to the extermination reeducation camps anyways...
