How exactly does Battle Armor combat work with regards to Vehicular Weapons?

Lets say you've got an Elemental suit (10 armor, +1 for Pilot) and he's hit by a medium pulse laser. The suit presumably takes 7 Tactical armor damage, but does the pilot take any damage, or with this Vehicular scale, does the pilot only take damage once the Tactical armor is gone?

Unless you're using optional rules in ATOW Companion, the operator only takes damage when the Tactical armor is gone.
