Old house book and new handbook opt for no idea who sen the doll, but Wolfnet circa the Intelligence Operations Handbook believed it was the ISF that delivered it, seeking to ensure Yoguchi Kurita had a clearer path to power (which of course is ironic given what Yoguchi did to the ISF...)
