Dear boards,
P. 178 basic combat modifiers lists a -6 to melee attack rolls when the ATTACKER is stunned or surprised. That being said, p.184 under STUN reads:
"... A stunned character may take no actions until he shakes off the Stun
eff ect, which requires a Simple Action (but no Action Check).
Characters may only be stunned or not stunned...."
Question: In what instance(s) would a character who is stunned or surprised have the opportunity to make an attack where this penalty would apply? If a character is stunned prior to his turn, then on his turn spends one simple action to shake it off and then fires off a shot, he is no longer stunned therefore should no longer suffer the penalty?
