On page 116 of aToW it is said that, "A grapple is a special melee attack...  A grapple must be declared before any melee attacks are made."

A melee attack is a simple action, and players may preform two simple actions per turn; despite this, does the above quote mean it is against the rules to preform a melee attack first and then--second--preform a grapple melee attack in the same turn?

As with virtually every other rules question, I'm pretty sure the answer is "Whatever works for your table".

As an aside, you could alternately read that interaction as only saying you have to declare your intent to grapple before any attacks are actually made. I.E. the other guy knows that's what you're intending before he has to decide what his action is going to be.
