Subject: Occupied Populations of the Clans

Victor,

When the Clans invaded the Inner Sphere nearly fifty-five years ago we did not understand them and could stop them in battle.  Over the years we have matched them in battle time after time but what we know of their occupied populations is still limited.  Recently we’ve been learning more from our interactions with Clan Sea Foxe, Clan Nova Cats and from the testimonies of Duchess Sterling McKenna-Davion.

Each of the Clans appears to approach their populations differently which makes how we approach liberation of their territory different for each Clan.  While some of the Clans appear to work hand-in-hand with their occupied populations others only deal with them when they are required to.  Below is a breakdown of each Clan’s interactions with their civilian populations.

Clan Wolf/Wolf Empire: traditionally Clan Wolf has worked well since their civilian population treating both their Clan born and occupied populations equally however since the formation of the Wolf Empire things have changed.  On the occupied Lyran Commonwealth and Free Worlds League worlds that make up the Empire those born to Clan Wolf and those born to the Inner Sphere worlds are kept separate with the Wolf civilians only permanently habituating on Sheridan, Ford, Tamarind and Stewart with all other worlds populated by their native populations.  On all worlds of the Empire the Watch keep close eyes on the occupied populations ensuring there is no trouble without causing too much disruption.  So far the biggest problem has been on Tamarind and Stewart as the native populations continue to cling onto their past loyalties to the Free Worlds League the Wolves have dealt with these uprisings in typical Clan fashion.

Crime is dealt with harshly and immediately any action against Clan Wolf is treated with as a capital offence with executions often the result of these actions.  A crime against the civilian populations of the occupied worlds is dealt with by the civilian authorities on each planet inside the area of Wolf control.

Within the Empire worlds the Wolves allow enough trade to keep each world sustainable to human life but nothing more.  Travel beyond that required for work purposes is largely forbidden and requires authorisation from a Wolf commander of the rank of Star Colonel or higher.  While the Wolf traders trade openly with the Sea Fox Clan and have limited trade with the Coyotes they are generally cut off from the other Clans due to the location of their Empire.

Clan Jade Falcon: the Clan has traditionally had one of the strongest trader castes with its traders allowed to go through their business as long as it does not affect the goals of the warrior caste.  This has not changed despite the changes in the Falcon’s territory with the Clan leaders allowing their traders to continue to openly trade between worlds and allowing limited civilian travel.

All criminals Clan and native born are dealt with as if they were military opposition with the maximum amount of force being used against them.  This has lead to one of the smallest criminal elements in all the Clans.

Beyond the Jade Falcon borders trade is prohibited with the Lyran Commonwealth and its allies while the Jade Falcon traders have close links to the Hell’s Horses and Sea Fox Clans they have virtually no contact with Clans Snow Raven and Nova Cat.

Hell’s Horses: the Hell’s Horses suppress their population keeping them in line attempting to bring all their population in line with the ideals of the Clans.  In some places, where resistance is at its highest to the Clan way, the Hell’s Horses routinely send Elemental strike teams to strike down these pockets.  Because of the Hell’s Horses suppression of their occupied planets trade within their Occupation Zone is fully controlled by the Horses traders this restricts the speed of the Horses trade but also means that the Clan remains fully in control.  This slow speed is at complete odds with the Horses newly employed Mongol Doctrine which places an emphasis on speed.

Crime is low in the core planets of the Hell’s Horses Occupation Zone but on periphery edge of the OZ and where there are few Hell’s Horses soldiers crime is rampant with criminal gangs giving the Clan a decent run for control over some worlds.

The Horses trade freely with all of the other Clans with exception to the Wolves who are apart from the other Clans in their self proclaimed Empire.  The Horses trade with the Snow Raven and Nova Cat Clans are probably the most strained and more often than not result in Trials of Possession being declared instead of trade deals being brokered.

Clan Coyote: The Clan is perhaps the most withdrawn of all the Clans having one of the smallest populations and smallest toumans of the remaining Clans.  Because of their small touman the Coyotes restrict their populations and traders movements to registered travel with military escort.  This restricts the Coyote’s growth significantly and leaves most of their worlds surviving at substance level with only the worlds that are able to completely support their own populations flourishing.  It is not all doom and gloom for the Coyotes while they do restrict their travel of their populations they do not treat their populations badly instead they simply ensure that everyone who is able contributes to each planet’s future otherwise they allow people to live as they wish.

Criminal elements are dealt with harshly by the Clan with executions of the worse criminals a common occurrence.

The Coyote trade openly with the other Clans around them and with Clan Wolf via Sea Fox traders.  The Coyote scientists are among the most experienced in all the Clans which places them ahead of the other Clan elements around them with each Clan more than happy to stay on the Coyotes good side so they benefit from the Coyote weapon development.  Recent Star League Intelligence Reports suggest the Coyotes are restricting trade to the Rasalhague Dominion.

Clan Sea Fox: Of all the Clans the Sea Foxes are the most open in dealing with the civilians and most accepting of outsiders the Clan treat the Clan born and native populations equally.  Clan Sea Fox allows their civilians to travel to any of the other planets occupied by the Sea Foxes and conduct their business as they see fit.

Criminals are dealt with harshly but rarely are they executed instead the Sea Foxes put them to work mining for materials or tending crops to feed their growing population.

The Foxes trade with all of the Clans.  They are the only link between the other Clans, the Wolves, Ravens and Nova Cats as rarely do the other Clans dedicate transports to visit these three isolated Clans.  The Foxes often trade with the Inner Sphere powers, much to the chagrin of the other Clans, these trades have allowed Clan technology to spread throughout the Inner Sphere and periphery and allowed powers like the Federated Suns and Free Worlds League to produce Clan tech weapons domestically.

Clan Nova Cat: Somewhere of a middle ground between the Sea Foxes and Rasalhague Dominion the Nova Cats treat their populations in two different ways.  The “Core Territory” which is made up of the original systems of the Nova Cat’s Den holds the largest numbers of Nova Cat born civilians and is allowed to move freely between systems with each planetary system supporting each other.  The “Expanded Territory” is made up of worlds taken from the nearby periphery, the Filtvelt Coalition and the Federated Suns has a smaller amount of people that were born to Clan Nova Cat and so the civilian population are more restricted due to the unconfirmed loyalty of these populations.  Trade between these two regions are monitored by the Nova Cats two Dominion Terminals that bridge the link.

Like the other Clans crime is treated harshly but only murderers or those that try to organise criminal elements are dealt with by executions instead the Nova Cats sentence most of their criminal elements to hard labour.

The Nova Cats trade with Clan Sea Fox and the Raven Alliance openly with regular trade vessels exchanging their cargos between the Clans.  Their trade between the other Clans is more restricted with the majority of their trade being through Trials of Possession or on the shared world of Tukayyid.  The Nova Cats also have limited trade with the Federated Suns and Taurian Concordat but so far they have been unable to forge trade links with the Draconis Combine.

Rasalhague Dominion: The most extreme case of Clan/Inner Sphere integration the Rasalhague Dominion classes all citizens as members of the Rasalhague Dominion regardless of how they were born.  The Rasalhague Dominion allows citizens of the Dominion to travel throughout their District (Rasalhague, Alshian and Orestes) without restriction regardless if they are military or civilian.  They are also allowed to travel between the Districts passing through specific systems and going through checks to authenticate their identity.  The Rasalhague Dominion is the only Clan nation to allow personal visits of family members and loved ones between districts.

The Rasalhague Dominion has almost completely outlawed the death penalty with only actions that cause damage to the military efforts of the Dominion still holding that price. Other crime often results in lengthy stays in one of the Rasalhague Dominion’s dozen or so high security prisons that have been built across the state.

The Rasalhague Dominion trade with Clan Sea Fox and the Raven Alliance on a regular bases however the other Clans their trade is far less regular instead trade between the Rasalhague Dominion and the other Clans occurs almost exclusively on Tukayyid.  The Rasalhague Dominion does not trade with any Inner Sphere faction due to the size of the Dominion they do not see the lack of trade with their neighbours as being a problem.

Raven Alliance: The Raven Alliance is a strange mix of what the Rasalhague Dominion is and what Clan Wolf’s Empire has become.  While the Ravens allow their civilian population to mix with the people of the Outworlds Alliance the majority of their population live on dozens of Floating Enclaves that have been built in the atmosphere of the Outworld Alliance worlds.  The only planets that have significant Ravens populations is Dante and Quatre Belle but in both cases the Raven born population are carefully guarded by Snow Raven warriors.

Criminals in the Raven Alliance are dealt with by the Outworlds Alliance Justice System with Clan Snow Raven only dealing with direct threats to the Ravens such as raiders or criminal gangs.

The Raven Alliance has been trying to forge closer ties with the Nova Cats however trade often still boils down to Trials of Possession.  The only other Clan factions that the Raven Alliance trades with openly are the Sea Foxes when the Sea Fox vessels travel through their state.  The Raven Alliance does not trade with either the Draconis Combine or Federated Suns.

Clan Fire Mandrill: The Mandrills have the smallest civilian population of all the Clan populations and are mostly members of Kindraa Faraday-Tanaga meaning they are quite closely knit.  The Mandrills Clan warriors treat their civilians protectively helping them in their day to day lives especially in security and construction.  They view the Rim Collection citizens as distant cousins who are tolerated and accepted but are kept at a distance.

Crime is infrequent on the four worlds that the Mandrills control and when it does happen it is dealt with swiftly and often harshly as each crime is seen as an attack on the small Clan.

Trade the majority of the Mandrill trade is done with the Rim Collection with everything from weapons to food and clothing traded between the two.  Even the Sea Foxes disdain just how much the Mandrills share with the Rim Collection but none of the other Clans have raised a challenge against them it is almost like they are afraid to throw another Clan out of the fold.  The Mandrills are also heavily involved in trade with the Sea Fox Clan which is how they gain some of the weapons and equipment that they are not able to produce locally.

Conclusion

As you can see Victor none of the Clans treat their civilian population as badly as the bogy men of the Clans, the Smoke Jaguars, ever did.  While there is some variation of how the Clans deal with criminal elements within their controlled areas this is little different to how the Succession States, Periphery States or Star League Protectorate deal with their own criminal elements.  We have successfully dealt with peaceful trade with several of the Clans taking further strides towards normalizing their presence with the rest of the Inner Sphere.

Hmm, very interesting.  Though I do think some of the more segregated clan/IS populations should start holding some sort of trials to bring more people into the clan itself - I can understand the general clan paranoia surrounding that idea though, so cannot really expect anything like that.

Thank you for this, very interesting to see how the Clans are treating their civilians and Spheroid populace and how it varies between the Clan's.

Since they are mentioned here, I was wondering how the Ravens have been using their floating enclaves.  Have they played around more with the plug and play model that original was with the central location and four arms or have they just stuck with the tried and true original model?  Do they also tend to operated in physically close groups or do they spread out? 

I ask because each whole one seems to be able to house fewer than 2250 people, and even with HPG communications that seems like too small of a group to really keep their culture intact - though I could be wrong here.

There are larger enclaves but they are made up of the same components as the initial two parts.  Like the central square structure is attached to other central square portions with the extended part attached on the rim of them.

Each of the floating enclave sections are mobile on their own so you can connect them together in various configurations the one I presented as an example was the basic version.
