I'd be tempted to reduce the oxygen fraction by a lot, and give everyone breathing apparatii.  This way you reduce the chance for a fire happening, and if someone needs to go outside they already have oxygen.

In fact some forms of welding would benefit from having no oxygen in the atmo mix.

Now that is a really good argument for pressurized yards.

It seems hybrid is still a good option. If you can, work in the air is far easier than in vacumn. But you can't always provide it, or even if you did some works needs the workers to don sealed suits anyway, and compared by it vacumn is not more dangerous either.

Just wondering here, if you wanted to reduce workers from needing a full space suit but didn't want to go a full pressurized oxygenated environment where all they needed were overalls what do the physics require? 

It seems that the first thing we need is a structure that will keep out the cosmic radiation.  It will also need to vacuum tight so we pressurize the space and heat it to keep the workers warm if we want them out of full spacesuits.  This seems like a big ask but the star league did lots of super-scale engineering projects so maybe they made some.   

The question is what gas to use. (I'm assuming a gas as a liquid to pressurize the environment seems to be more trouble than it is worth - however it does bring to mind a oxygenated liquid (aka the abyss, or maybe evangelion) enveloping an orbital shipyard area for construction of space ships  in some other Sci-Fi universe would make an amazing visual)  As mentioned you may not want oxygen due to welding techniques.  I would assume if you weren't using oxygen you would fill the space with nitrogen,but my chemistry isn't all that.  At this point I would assume you could have your workers just wearing sealed gas masks if the environment wasn't oxygenated. 

But is there any partial levels where we can cheap out and go to less than a full spacesuit and not need to build a vacuum tight pressurized work area?  And if we have to go to that to get out a full spacesuit what gas options are there other than oxygen and what benefits do they have?   

So is there any benifit
