OK now that that is out of the way. This is designed as a stand-off command vessel and carrier. It carries 2 Star League Wings (54 each) across 6 bays. The nature of being a carrier means it shouldn't be at the front of a fleet combat and can sit back and see what happens and direct traffic.
1) Engines in a NSEWCenter set up. Middle engine is larger (putting out 1.5G, the other 4 putting out 0.25G) for a total of 2.5G/5Thrusts.
2) It has extra steerage quarters, above and beyond what would be required for the 5-21man marine squads. These would require extra power and would be generated locally (all quarters sections have local power generation; first class, standard, and steerage). Marine steerage and extra people steerage would be separate so that's 4 generation stations. 3 fighter bays and a single small craft bay are on each side of the ship, and are powered separately from the ship itself, due to how important they are to the ship (it's the main job). That brings the total up to 7, not including main power.
3) I misunderstood what the DTAC did. I envisioned it as a Command Overlord/Union style of combat command type stuff. So whatever tonnage is directed at that (21115 Tons) is actually dedicated to a command and control system, with advanced sensors and communications designed to run a fleet. These advanced sensors and communications would be small domes, spread across the ship (i would say 7 of them for an even-ish ~3k tons per dome), with one near the bridge, and the rest spread across the top side of the ship.
4) A total of 8 bays; 6 fighter (18) and 2 small craft (4). Bays are spread out across the sides of the ship. 4 dropship collars are also installed, in pairs along the rear of ship, above the cargo bay.
2 grav decks, one 50m and one 100m decks are placed almost next to each other to limit how much volume of the ship is explicitly vulnerable.
Probably a little light on cargo, but its meant to be a force multiplier/flagship. it doesnt do super well unsupported. Probably two of the dropships will have to cargo ships. Has a decent amount of AMS and Screens, mostly to keep itself safe, but can protect other ships. Oh its also got 6 space mine dispensers, so it can seed mines should it need to make a dangerous escape, or set up against an invading fleet. they can also be used as dummy mines for training purposes, either for the rest of the fleet or the Tecumseh's fighter escorts. A fair amount of stand-off weapons, and can protect itself from fighters and their ilk up close, should they pierce the large fighter screen.
