VTOL Infantry drop

Is Infantry with the PARA ability or Battlearmor with "j" movement being dropped from VTOL's considered "Dropped by airborne unit" and they get a +3 target modifier. Dropping Infantry and Battlearmor is discussed in 2 separate sections. The first section says they are allowed to be dropped by VTOL's and can't move but can still shoot. The other section, "Dropping Infantry" I think on pg. 160ish says that Inf/BA that are being dropped from airborne units cannot move or shoot, but get a +3 Target Modifier. Just wondering which is which?

There are two different terms here, dismounting and dropping.
Dismounting is leaving any transport.  Dropping is specific to dismounting from an airborne unit.
Dismounting from an airborne unit, including VTOLs, is "dropped by an airborne unit" has gets the +3 target modifier.

p38 Transporting Infantry says dismounting infantry may attack.  Infantry dismounting from a ground transport can attack. It then says infantry deployed from airborne units must use the Dropping Troops optional rules on p160. The more specific dropping (from airborne units) rules on p160 that bars attacks from dropping units is a more specific exception and overrules the general.  Dropped units (dismounted from airborne unit) cannot shoot.
Dismount from ground unit, can't move, can shoot, has no target modifier.
Drop from airborne unit (airborne VTOL, WiGE, aerospace fighter, dropship, etc), can't move, can't shoot, has +3 target modifier.

So Dropping Troops rule on page 160 is an Optional Rule, or is it a rule that must be followed if dropping troops form an airborne unit?
