Does Smoke Ammo Take Effect Immediately?

If a mech creates smoke via Smoke Ammo, do the effects of that smoke take effect immediately or only after that combat phase?

I think it would not take effect immediately as that would actually help the initiative loser as he could lay down smoke before the initiative winner takes their shots.

Weapon-laid terrain such as smoke and mines always take effect at the very end of the phase in which they're laid.
