Infantry urban close quarter combat

If an infantry platoon attacks another infantry platoon on the same story of a building, and neither have moved, is it as simple as [Skill] + [-1 for standstill] + [0 for target TMM] + [0 for range]?

Beyond that, according to AS:CE p. 139, infantry units can "hit the deck" in a building (+1 target modifier) but can't "dig in" (+2 target modifier).

Is there no automatic cover or other effects? The target number feels... quite low. An infantry platoon with time to prepare defensive positions in an urban environment should be quite hard to dislodge.

Thoughts? Corrections? Anyone come across this situation before?
